Sorry and I apologize for this but trying to understand how an end-user creates actions that fire during the wp_head. I might have misspoke. How does the end user – the user of a theme go about removing a background image currently?
What is wrong with having a fallback to the theme or child theme defined background?

Usually, I see themes creating their own custom actions that fire during wp_head. Moving forward, it would be great if themes did not have to do this … which is where we are right now.
IMHO it would be awesome if we could define all background images in the style sheet and if the user chooses to remove them, then set background-image to none … core has moved away from this approach though. Reading through Trac, it looks like the intention is to not define the background image in style.css when using the custom background feature.
