The process, in general, is a discussion ...

... and as this is not really a "new" guideline per se as much as it is an
extension of the existing AuthorURI and ThemeURI guidelines. This thread is
as good as any to have the discussion.
If anything a "draft" notice can be added to the "new" sentence currently
on the codex until this is sorted out but I agree with the necessity of its
inclusion, and do not see its relevance being assigned to a specific
version; if anything this idea is an over-sight from the beginning of the
Credit Link guidelines.
