[theme-reviewers] Themes Re-Reviewed?

This kind of defeats the purpose of having Theme Reviewers doesn’t it? If themes are being reviewed by admins before going live? Like, what is the purpose of having Theme Reviewers? Just wasting time really and probably why themes take forever to get reviewed and then reviewed again.
