[theme-reviewers] external style sheets

I was putting forward an idea that speaks to not having to maintain a list
of "credible sources" ... let the Theme author include what they want
directly in the Theme. We should not be responsible for vetting "external"
sources to the theme which is what we would be taking on by creating a list
of credible resources.
