[theme-reviewers] Trac tickets for review feedback

On one hand, I'm not sure that we should be requiring the latest-and-greatest
everything. But, I think the goal of raising the bar for quality of themes
hosted in the repository is laudable. So, to that end, it would probably be
for the best for us to revise our standards after every new version of
WordPress.
I would suggest a couple of things, though:
1) Allow a grace period (two weeks? a month?) following each WP version
release
2) Keep the Codex well-documented with each requirement added with each WP
version release.
(I'll be happy to work on Codex things. I should have some time this weekend.)
