Comment:

 I attempted to apply the latest patch (35707.2.patch) against current
 trunk (7.0-alpha).

 Patch results:
 - src/js/_enqueues/admin/user-profile.js → hunk failed (.rej created)
 - src/wp-admin/install.php → hunk failed (.rej created)

 The patch does not apply cleanly, so testing is not currently possible.

 Because of this, keeping `needs-testing` would be misleading. The patch
 needs to be refreshed first to match trunk before any testing can happen.

 Removing `needs-testing` and adding `needs-refresh`. Once a refreshed
 patch is available, testing can resume.
