 Real simple, there are several plugins that do this. The one we use is:
 The Divi Dashboard https://divilife.com/downloads/divi-dashboard-welcome/

 We host or manage over 3k sites - and since they are all using Elegant
 Theme's Divi - this is the one we went with.
 Up until this last update - we have never had an issue. Typically after
 it's posted once and dismissed - we never see it again.
