 `commit` keyword. Why?

 I now agree that the original Theme Editor menu item no longer aligns to
 the `Appearance` as 5.9 takes a leap forward towards no-code workflows.
 The PR needs to remove that part of the change.

 Also, there's the open question of also relocating the original "Plugin
 Editor" to the "Tools" section for a consistent file/code editing
 interface tool set.
