 There was an open, collaborative discussion about this ticket in the
 [https://wordpress.slack.com/archives/C02RQBWTW/p1640107312404100 Making
 WordPress #core slack channel today]. Consensus reached:

 * Rename both the Theme Editor and Plugin Editor menu items to include
 "File" for classic and block theme powered sites
 * Keep the Theme File Editor in Tools for block themes
 * Relocate the Plugin File Editor in Tools under the Theme File Editor
 menu item for block themes
 * For non-block themes, keep the menu items in their original locations

 Further exploration of user research/feedback can happen in 6.0 to
 determine the next steps in consolidating workflows.
