 Marking [https://github.com/WordPress/wordpress-develop/pull/1948 PR 1948]
 for commit. This PR restores the menu item back to Appearance and renames
 it from "Theme Editor" to "Theme File Editor" for more clarity that it's
 for (and always has been for) editing theme files.
