 Ha, interesting! Could you tell a bit more about how many times you
 drag/arrange metaboxes on the Dashboard of a particular site, and what
 purpose it serves? From my (pretty limited) testing none of the users I
 talked about knew it was possible, and even after I told them they tried
 it and "shrugged it off" with something like "Aahh, okay, nice"...

 Historically arranging postboxes on the old Edit Post screen was somewhat
 useful in some cases. Unfortunately it was really hard to discover. Then
 it was added to the Dashboard as an "enhancement" but was never
 refined/made really good. Now that the old Edit Post screen is obsolete,
 having this only on the Dashboard is of a "questionable usefulness" :)

 What would be a "good step forward" for there? Arranging of screen
 elements on the Dashboard is a "screen option". Frankly I'm 50/50 on how
 useful it is to have at all though.
