 Well, I may be one of the very, very few using this dragging a lot,
 especially for new sites and/or new users. Have been teaching my clients
 this, how easy it is, since "forever".

 The featured hat has been, and still is, hard to discover, is "Screen
 Options". Have seen users just closing unwanted meta boxes and stacking
 them lower right, not turning them off.

 I'm not convinced restricting this draggability to only be possible when
 "Screen Options" is open, is a step forward. Empty column boxes has never
 bothered me.

 I read almost all tickets and comments here on Trac, but missed the
 "solution", not only suggested, but committed. I feel this should have
 been discussed more broadly. It's based on assumptions, and believe them
 not to be correct.
