 As with other (minor) enhancements this will be in the release notes in
 the "What's new" section. Note that until now moving of metaboxes was an
 extremely hard feature to discover. Pretty much the discovering was only
 by accident. Then, even if the users knew about it, very very few would
 ever move/rearrange metaboxes (was also considering to remove it on the
 Dashboard screen, but it has been there for ages).

 A significant part of the enhancement here is that moving of metaboxes is
 now very apparent, both visually (the "drop areas" dashed outlines) and it
 is described as an option in the Screen options tab.

 options again.
 > * The move cursor still shows on hover when not in screen options mode.

 Hmm, seems to be working here. This is controlled by CSS (a class is
 toggled on the body). Do you see any js errors, or perhaps may be caching?
