 I wouldn't say that I rearrange dashboard widgets "a lot", but it's not
 unusual for me.

 The common reason is after activating a plugin that adds a new widget
 that, for whatever reason, "messes up" the arrangement of widgets I had
 previously.  I'll then iterate on different arrangements with the new
 widget until I find something that works for me.  Then won't rearrange
 them until I install yet another plugin that adds another widget.

 > From my (pretty limited) testing none of the users I talked about knew
 it was possible, and even after I told them most tried it and "shrugged it
 off" with something like "Aahh, okay, nice"...

 I'm probably not typical, but I can't remember a time when I did **not**
 know that they could be dragged/dropped :-)
