 requirements for the plugin/theme are met? Like minimum WP version and PHP
 version. Discrepancies may get highlighted in the compare table, but seems
 the upgrade would still be allowed even if not compatible.

 When downgrading or reinstalling something that's already been active,
 these checks should not prevent the installation from happening, even if
 the prerequisites aren't met, although it's good to list the issues on the
 screen and let the administrator make an informed decision.
