 WordPress should automatically handle the handle the dismissing of the
 notice and not leave it up to the plugin/theme developer who creates the
 notice, like it is now. Too many plugins have non-dismissible notices, or
 useless notices that show for every single admin user. The latter being
 incredibly annoying when you're managing client sites.

 Also, just in regards to that mockup above, if the notices were shown in
 that fashion it might be worth considering forcing a word limit on the
 length of notice that is displayed. If it exceeds that length, have a link
 that shows the full notice text in a popup or something. The reason I'm
 saying this is because I've seen numerous notices from highly popular
 plugins that would literally cause it to display for half the page if it
 was shown in a narrow column like that.
