Comment:

 We should start this off by deciding which single notification we want to
 introduce, and what it should look like inside of wp-admin.

 Let’s say we start with something that’s likely to be seen, like a “A new
 version of WordPress is ready to install.” kind of notification.

 * What does it look like?
 * How do you acknowledge/dismiss/hide it?
 * What types/styles/variations are there at launch?

 Thinking about this strategically, there is some overlap between the
 existing Pointer API and any Notifications API we might build. Maybe we
 can also unify some styling while also giving pointers some TLC.

 Just like pointers (and admin notices) Notification abuse will likely be
 pretty rampant also, and Users will quickly become annoyed by needing to
 address an inbox of todo’s each time they login. I’m not suggesting we
 tackle an entire Notification Center feature from the start, but we should
 at least define what the ettiquite is for using it amongst plugin and
 theme authors.

 Without trying to play favorites, I feel like @melchoyce or @karmatosed
 would be a really good visionaries for how to keep this simple for a v1,
 but there are likely a thousand other qualified folks as well.

 I’m adding the needs-design keyword to this, because I think this is the
 type of user-facing feature that needs a good design first to get others
 excited about the functionality it could enable.
