 What a great discussion here on this ticket. Really excited to see where
 this goes design wise.

 I do agree with pairing this down and then having a minimal design to
 scale up. @johnjamesjacoby you are right about that approach. Whilst I
 would be more than happy to do the design for this I would encourage you
 @hedgefield if you have the bandwidth to pursue this, you've already done
 some mocks and would love to support you refining and stripping back to a
 v1, if you don't let me know and I can start working on this.

 I think @folletto is right that crossing over with
 https://core.trac.wordpress.org/ticket/32678 makes sense to draw on
 inspiration for the lightweight notification and to consider during the
 API for multiple notification streams.
