 Thinking more about this, we will probably also need to list what sizes
 are currently being created and a "Reset to default" button on the
 Settings => Media screen.

 Plugins and themes can change the options, and even after deactivating a
 plugin or switching to another theme the changes remain. The users should
 be able to reset that.
