 It turns out that's because Jetpack's Custom CSS module and WordCamp.org's
 Remote CSS plugin both support a "replace" mode, where the theme's
 stylesheet is completely removed, so that only the custom CSS exists.

 So, missing those styles is actually the expected behavior, and I don't
 think there are any reasonable mitigations for that from Core's
 perspective.
