 I wonder if you are using a child theme? When this bug first appeared,
 only my child-theme templates and the parent theme's default page template
 appeared as options in an edit window.  I had to copy all my parent theme
 page templates to my child theme folder and then clear the cache (I used
 the 'WP Clear File Cache' plugin by Seismic).

 If WordPress is still not registering parent-theme templates the problem
 may not be totally fixed...
