only my child-theme templates and the parent theme's default page template
appeared as options in an edit window. I had to copy all my parent theme
page templates to my child theme folder and then clear the cache (I used
the 'WP Clear File Cache' plugin by Seismic).

It is a parent theme - so no child theme. I have cleared all caches and
transients that I was able to with WP-CLI. It is a very very basic theme
as well. Nothing unusual about it and no unusual plugins (only Yoast and
 ACF).

The issue is that I would not be here had I not tried many many many
things :) Hence why I feel this is still an issue. The whole point of
WordPress is to develop it and make your own themes. Its no good saying it
works in a different setup. That just sounds like a developer response
like "well it works fine for me" etc :p
