 I like that suggestion!

 When I go to the media library, I'd like to see a 'Create Video Playlist'
 link that helps me discover that I _can_ create a video playlist. If I
 click on this link and haven't uploaded any videos, it would be especially
 helpful if the 'No items found' message was more specific: "Upload some
 videos to create a video playlist".

 Some sites will likely want to keep the old behavior, perhaps they only
 allow images in the media library, so if we do change the default behavior
 here, we should still provide a filter for backward compatibility.
