 There are entirely way too many dependancies in the Customizer component
 right now. We need to start clearing out some of these tickets
 immediately. We can't afford to be doubling our efforts with the Menu
 Customizer UI.

 This patch needs to land soon or be punted. What items are outstanding?

 Nick, I can takeover for you if you want to focus on something else. I
 feel like you're spread thin right now.
