 In removing the option to accomplish #2, we seem to have also removed #1,
 which I agree should be restored in the UI. Having the ability only to
 alter the default behavior via a filter seems like a step back in
 usability.

 +1, totally agree. We need to add a checkbox into the UI to prevent an
 email from being sent. There are going to be times when an admin will want
 to create a user but not send an email. For example, suppose the new user
 is a new employee of the admin and is meeting with the admin in person.
 The new user can choose a password to use at the time of account creation.
 In that case, there's no need for an email to be sent with a link to
 regenerate the password.

 I tried out the patch. Seemed to work, but two emails got generated on
 account creation instead of one.
