Comment:

 This is a real PITA for membership/ecommerce sites when you do group/bulk
 sales and need to manually add users before creating the transaction.

 You don't want people getting passwords for something they don't have
 access to yet. Or something they don't need to login for at all. This is
 removing key functionality that many business sites use.
