 I think the first point wouldn't be much of an issue. The regular user
 doesn't know what he expects or wants. So updating languages at the point
 is fine.

 Also the second thing wouldn't be much of an issue I guess. There should
 be a threshold for sure like 80% need to be translated. Also for the
 themes it will not be much of an issue since they will be translated
 during development. So if you using the theme during development then you
 do ask for it.
