 Ad 1) It is a serious issue, I guess. For example I do not want to use
 localized version of any plugin/theme. Yes, I can delete it now, but it
 will be back during several hours? It will be annoying for many users...
 And what about when I use my own localization edited for special purposes?

 Ad 2) Automatic threshold is not a good idea, it should depend on
 validators. Sometimes can be only 30 % translated (for example only
 frontend) and it should be delivered to users. And sometimes there are 80
 % translated strings and localization is not completed for users. Please,
 do not use fully automatic approach...
