 Some questions:

 1) I updated one English plugin and there were also automatic language
 updates/installs of all default themes? I did not want to update/download
 languages for themes. And it was development SVN repository and I did not
 expected language downloads. Please do not run language downloads when
 user does not want (and expect) it.

 2) So, every user can update language from GlotPress at any time? And what
 about when translation will be work in progress? There will be many
 different versions of translation? There should be any tool (checkbox) for
 validators to enable project as downloadable for language packs. Or it
 will be mess. I will validate one day 50 % strings for Twenty Fourteen and
 many users will download this translation. There will be many support
 questions "Why is this in English?" Next day I will validate next 20 %
 strings and all users should redownload? Or language update will run
 automatically?
