 Are the filters still coming back for Tools>Export in this cycle? I'm
 looking at tickets #14750, #15197, #15219, and most of the mentions of
 their temporary removal are about 3 weeks old. When the filters are
 restored, we'll need to put back the help tab text with some tweaks and
 explanation of the new UI for filters.
