 feature of adding dependencies in core. The code for the core will not
 necessarily have to change at all, depending on how discussion goes.

 I'm pretty sure that I haven't see any mention of the "Requires Plugins:"
 header value having to be a wordpress.org plugin, so if this is now the
 case, it should be made clear to plugin developers - otherwise, a plugin
 developer may list a plugin in the "Requires Plugins:" header that is not
 hosted on wordpress.org, and suddenly find their plugin closed.
