 between wordpress.org hosted plugins and non-hosted plugins. If this is
 changing to support only wordpress.org hosted plugin dependencies, it
 should be made clear to plugin authors and users.

 This is about the dotorg plugin directory. It has nothing to with the
 feature of adding dependencies in core. The code for the core will not
 necessarily have to change at all, depending on how discussion goes.
