 The plugin dependencies plugin/feature has been presented (so far) as a
 way to define plugin dependencies - there has been no distinction made
 between wordpress.org hosted plugins and non-hosted plugins. If this is
 changing to support only wordpress.org hosted plugin dependencies, it
 should be made clear to plugin authors and users.
