[theme-reviewers] Theme translation

The text domain should be exactly the same as the theme's slug. So if the
theme is called "boot_strap", then that's right, otherwise he needs to
change it.

The language files are actually correctly named. Themes have always been a
bit weird with naming those files. This is something we hope to correct
long term, but yes, having them just be "locale.mo" in a directory by
themselves is currently correct.
