[theme-reviewers] Ticket once opened by admin after reviewer test shouldn't go back to the queue

Fixed.

The ticket should have been reopened, and assigned to the original
reviewer, so that the revised Theme would be attached to the open ticket.
If needed (sometimes a new ticket is generated), the original ticket should
be closed as "newer version uploaded", and the original reviewer should
take on the new ticket.
