[theme-reviewers] Ticket once opened by admin after reviewer test shouldn't go back to the queue

Hi Admins.

1 more clarification required.

If a theme is approved by a REVIEWER, then the admin checks it before
pushing it to LIVE. Right ?

If admin has some suggestions and the theme author make those changes then
Admin should check and push the theme to LIVE. It should not be pushed back
to the queue. :(
