[theme-reviewers] Theme promotion in dashboard

+1 to Chip,
we already had this discussion a few months ago where we were allowed to
advertise upsell version in theme options page.
Not productive to have this discussion every time a developer steps out of
line.
Have a simple rule : don't advertise outside of theme options page, that
will cover everything.
