[theme-reviewers] Theme promotion in dashboard

Here's where I struggle: I'd be okay with that, but then we'd be
prohibiting the good developers from even appropriate upsell advertisement,
because other developers can't control themselves. Maybe it is the right
thing to do, but it still feels a bit like throwing out the baby with the
bath water.
