[theme-reviewers] Theme promotion in dashboard

You are correct. Promotional dashboard Widgets are not appropriate. Neither
are admin footer hook callbacks (saw one of those recently).
It may seem like a knee-jerk reaction, but these sorts of
appropriateness-creep are the reasons that we end up saying things like "no
admin notices/Theme promotion". It makes it really hard to balance letting
the good Theme developers who are just trying to help their users add
appropriate content, while keeping the unscrupulous developers from taking
advantage of that freedom.
