[theme-reviewers] Providing commercial non-GPL themes

The key word here is "release". Are you distributing these
themes-for-clients to the general public? No? Then it's fine.

Look, the GPL only requires that you give the same rights to people
*that you actually sell the code to*. If I write a piece of code, and
base it off other code which is under the GPL, then... here's the
thing.. the GPL only applies to those people I sold the code to.. YOU
CAN SELL GPL CODE..

GPL doesn't mean "free". It means that I give the same rights I got
from upstream to people I gave those rights to downstream. That's it.
It has nothing at all to do with cost, or who they pass it on to, or
anything else.

That's all we care about. Don't sell WP code without passing on the
same rights you gained from using WP code. Simple to adhere to. Takes
zero effort.
