[theme-reviewers] Clarification on non-GPL themes on Author/ThemeURI

It does change things, but only technically. In order to have a Theme
hosted in the directory, a developer must release *all* Themes under a
GPL-compatible license. Therefore, all commercial Themes, whether an
up-sell version of the directory-hosted Theme, or a separate Theme
entirely, must be GPL-compatible. Thus, the developer must still list the
license for all Themes, free and/or commercial.
