[theme-reviewers] Asking users to review the theme

After the theme promotion discussion, I got the impression that we were 
after far worse things than giving the user a link back to review the 
theme on WordPress.org.

Is it the manner in which it was done or is it simply that the link 
itself shouldn't be allowed?

Just trying to get everyone on the same page here since this has already 
been opened up here for discussion in the mailing list.
