[theme-reviewers] Removing core features

Speaking of the abandoned trac theme graveyard, what's the current 
policy on kicking them out of Trac and freeing up some of those names 
for others to use? I kind of remember something about that not being 
possible, and if so has that changed with the recent upheavals?
