[theme-reviewers] Include setting for paginate_comments_links or theme's custom one?

Hi guys,

Again, thankyou for the feedback. I decided to start a topic over at
wp-hackers first before moving over to trac, mainly because I don't
have that much code that can be used when creating a patch, plus they
are all hand coded (I know that a bad thing).
