[theme-reviewers] Suggestion for Theme Descriptions

Yes, those would not have HTML in them as they're displaying basically
the same thing we display on the WordPress.org theme page. The
description in our system strips the HTML. The core limits it to those
tags I posted before using kses.

This isn't new. Like I said, it's been that way for at least 2 years,
probably a lot longer. Probably always.
