[theme-reviewers] Theme 2-Step Activation

Requiring an arbitrary button-push for "activation" is not acceptable. If
that button is actually non-functional, then it needs to be removed from
the Theme before it can be approved. if the button is functional, then its
acceptability depends on the nature of the functionality.
