[theme-reviewers] TGM plugin activation

I think Chip covered all the points regarding the review requirements(all
code must be reviewed / themes must stand on their own without required
plugins to be installed), but setting up a vetted list of libraries /
frameworks / etc. down the road would have me concerned ... much for the
hypothetical Kirk put forward.
