[theme-reviewers] Something we need to check for 3.4 appearance -> background

Required: IF the Theme supports custom backgrounds. Currently, such support
itself is not required. Two logical paths:
1) Require support for custom backgrounds
2) Leave custom background support optional, but require no style.css body
background declarations IF implementing custom-background support.
