Maybe a bit harsh, but how about something along these lines:

Optionally, link(s) in the theme description may lead to appropriate
additional information regarding the themes: usage; documentation; credits;
etc. The appropriateness of these links are at the sole discretion of the
Theme Review Team and if deemed inappropriate will cause the theme to be
noted as “not-approved” without further review or discussions.

The idea of the last phrase is to put a serious block on anything that may
be considered spam or SEO seeding ... and to not waste time with the theme
until the author sorts out the description which is one of the first things
the end-user will see before they install the theme itself.
