[theme-reviewers] Adding information to the WordPress Updates page

I think this is the much better approach - to provide external downloads of
translation files. Two reasons:
1. As Phil said, it allows for much more agile/frequent updates to and
additions of translation files
2. Translation files represent bloat for anyone not using them.
What would be really cool (hi, Otto!) would be for Theme developers to have
some sort of SVN-commit access for a companion repository for Theme
translation files, so that the translation files could be made available
through Extend, but would be separate from the Theme upload/approval
process.
